TAKE NOTICE that the Council of the City of Toronto on July 30, 2026, has considered an application under Section 33 of the Ontario Heritage Act to alter a building and/or structure on a Property designated under Part IV, Section 29 of the Ontario Heritage Act for the Property municipally known as 54-66 Fraser Avenue and 68 Fraser Avenue.

TAKE NOTICE that the Council of the City of Toronto on July 30, 2026, has considered an application under Section 34(1)1 of the Ontario Heritage Act to demolish or remove or permit the demolition or removal of a heritage attribute of the Property designated under Part IV, Section 29 of the Ontario Heritage Act for the Property municipally known as 54-66 Fraser Avenue.

TAKE NOTICE that the Council of the City of Toronto on July 30, 2026, has considered an application under Section 34(1) 2 of the Ontario Heritage Act to demolish or remove or permit the demolition or removal of a building and/or structure on the Property designated under Part IV, Section 29 of the Ontario Heritage Act for the Property municipally known as 54-66 Fraser Avenue.

The decision of City Council, among other matters, regarding the application under the Ontario Heritage Act is as follows:

1. City Council direct the City Solicitor to request the Ontario Land Tribunal allow the appeals by the owner under subsection 33, 34(1)1 and 34.1(2) of the Ontario Heritage Act by the owner, in part, and approve:

a. the application to alter the designated heritage properties at 54-66 Fraser Avenue and 68 Fraser Avenue (147 Liberty Street) under Part IV, Section 33 of the Ontario Heritage Act to allow for the construction of a 50-storey mixed-use building, in accordance with the plans and drawings dated March 31, 2025 and revised June 30, 2026 prepared by Sweeney and Co. Architects and the Heritage Impact Assessment prepared by Giaimo dated February 27, 2026 and revised June 25, 2026, and on file with the Senior Manager, Heritage Planning, all subject to and in accordance with the Conservation Plan satisfactory to the Senior Manager, Heritage Planning, and subject to conditions as set out below;

b. the application to demolish the specified heritage attributes of the designated heritage property at 54-66 Fraser Avenue under Part IV, Section 34 of the Ontario Heritage Act to allow for the construction of a 50-storey mixed-use building, in accordance with the plans and drawings dated March 31, 2025 and revised June 30, 2026, prepared by Sweeney and Co. Architects and the Heritage Impact Assessment prepared by Giaimo dated February 27, 2026 and revised June 25, 2026, and on file with the Senior Manager, Heritage Planning, all subject to and in accordance with the Conservation Plan satisfactory to the Senior Manager, Heritage Planning and subject to the conditions as set out below; and

c. the demolition of a heritage building on the designated heritage property at 54-66 Fraser Avenue under Part IV, Section 34 (1)(2) of the Ontario Heritage Act to allow for the construction of a 50-storey mixed-use building, in accordance with the plans and drawings dated March 31, 2025 and revised June 30, 2026, prepared by Sweeney and Co. Architects and the Heritage Impact Assessment prepared by Giaimo dated February 27, 2026 and revised June 25, 2026, both on file with the Senior Manager, Heritage Planning, all subject to and in accordance with the Conservation Plan satisfactory to the Senior Manager, Heritage Planning and subject to conditions as set out below.

2. City Council direct the City Solicitor to request that the Ontario Land Tribunal's approval of the application to alter the designated heritage properties at 54-66 Fraser Avenue and 68 Fraser Avenue (147 Liberty Street) in accordance with Part IV, Section 33 of the Ontario Heritage Act, and its consent to the demolition of specified heritage attributes at 54-66 Fraser Avenue under Part IV, Section 34(1)1 of the Ontario Heritage Act, and its consent to the demolition of one heritage building on the designated heritage property at 54-66 Fraser Avenue, in accordance with Section 34(1)2 of the Ontario Heritage Act, are also subject to the following conditions:

a. that the related Zoning By-law and Official Plan Amendment associated with the proposed alterations, demolition of specified heritage attribute(s) and demolition of a heritage building has come into full force and effect;

b. prior to issuance of any Ontario Land Tribunal order in connection with the Zoning By-law and Official Plan Amendment appeals for the property at 54-66 Fraser Avenue and 68 Fraser Avenue (147 Liberty Street), the owner shall provide a detailed Conservation Plan, prepared by a qualified heritage consultant that is substantially in accordance with the conservation strategy set out in the Heritage Impact Assessment prepared by Giaimo dated February 27, 2026 and revised June 25, 2026, for the property at 54-66 Fraser Avenue and 68 Fraser Avenue (147 Liberty Street), to the satisfaction of the Senior Manager, Heritage Planning;

1. The Conservation Plan shall include:

a. Refinements to improve the legibility of the courtyard as a double height space open of the courtyard by pulling back externally and raising the ceiling within the courtyard by 2 or 3 metres or to provide a detailed structural analysis as to how this may be achieved.

b. Refinements to and clarification of the detailed design and materiality of the reveal façade directly above the heritage properties on Fraser Street. The reveal design shall be a simple form with minimal framing that is compatible with the heritage building.

c. Details of the design and materiality of the soffit above the reveal on Fraser Street to soften its appearance above the heritage property.

c. prior to issuance of any Ontario Land Tribunal order in connection with the Zoning By-law and Official Plan Amendment appeals for the property at 54-66 Fraser Avenue and 68 Fraser Avenue (147 Liberty Street), the owner shall enter into a Heritage Easement Agreement with the City for the property at 54-66 Fraser Avenue and 68 Fraser Avenue (147 Liberty Street), substantially in accordance with the plans and drawings dated March 31, 2025 and revised June 30, 2026, prepared by Sweeney and Co. Architects, on file with the Senior Manager, Heritage Planning; and, the Heritage Impact Assessment prepared by Giaimo dated February 27, 2026 and revised June 25, 2026 and on file with the Senior Manager, Heritage Planning, subject to and in accordance with the approved Conservation Plan required in Recommendation 2.b, to the satisfaction of the Senior Manager, Heritage Planning, including execution and registration of such agreement to the satisfaction of the City Solicitor;

d. that prior to the issuance of any permit for all or any part of the properties at 54-66 Fraser Avenue and 68 Fraser Avenue (147 Liberty Street), including a heritage permit or a building permit, but excluding permits for repairs and maintenance and usual and minor works for the existing heritage buildings as are acceptable to the Senior Manager, Heritage Planning, the owner shall:

1. provide an Interpretation Plan for the subject properties, to the satisfaction of the Senior Manager, Heritage Planning and thereafter shall implement such plan to the satisfaction of the Senior Manager, Heritage Planning;

2. provide a Heritage Lighting Plan that describes how the exterior of the heritage properties will be sensitively illuminated to enhance their heritage character to the satisfaction of the Senior Manager, Heritage Planning and thereafter shall implement such a plan to the satisfaction of the Senior Manager Heritage Planning;

3. provide a detailed Landscape Plan for the subject properties, satisfactory to the Senior Manager, Heritage Planning;

4. provide building permit drawings, including notes and specifications for the conservation and protective measures keyed to the approved Conservation Plan required in Recommendation 2.a.1 above, including a description of materials and finishes, to be prepared by the project architect and a qualified heritage consultant to the satisfaction of the Senior Manager, Heritage Planning;

5. provide full documentation of the existing heritage buildings to be demolished, including two (2) printed sets of archival quality 8" x 10" colour photographs with borders in a glossy or semi-gloss finish and one (1) digital set on a flash drive in tiff format and 600 dpi resolution keyed to a location map, elevations and measured drawings, and copies of all existing interior floor plans and original drawings as may be available, to the satisfaction of the Senior Manager, Heritage Planning; and

6. provide a Letter of Credit, including provision for upwards indexing, in a form and amount and from a bank satisfactory to the Senior Manager, Heritage Planning, to secure all work included in the approved Conservation Plan and Interpretation Plan.

e. prior to the release of the Letter of Credit required in Recommendation 2.d.6 above, the owner shall:

1. provide a letter of substantial completion prepared and signed by a qualified heritage consultant confirming that the required conservation work and the required interpretive work has been completed in accordance with the Conservation and Interpretation Plans and that an appropriate standard of conservation has been maintained, all to the satisfaction of the Senior Manager, Heritage Planning.

A Notice of Appeal of the decision of City Council on the application to alter the Property under section 33 of the Ontario Heritage Act must:

(1) set out the reasons for the objection to the decision; and

(2) set out the reasons in support of the objection to the decision.

A Notice of Appeal of the decision of City Council on the application to demolish or remove a heritage attribute(s) on the Property under section 34 of the Ontario Heritage Act must:

(1) set out the reasons for the objection to the decision;

(2) set out the reasons in support of the objection to the decision; and

(3) be accompanied by the fee prescribed under the Ontario Land Tribunal Act, 2021, in the amount of $1,100 for each appeal payable by certified cheque or money order to the Minister of Finance, Province of Ontario.

PURPOSE AND EFFECT OF
OFFICIAL PLAN AMENDMENT 925
AND ZONING BY-LAW 1246-2026

The purpose and effect of Official Plan Amendment 925 is to amend the Official Plan and Garrison Common North Secondary Plan to designate 805 Wellington Street West as Mixed Use Areas to permit the development of an eight-storey supportive housing building; require that should development not include supportive housing as the primary use that an extension of the park at 801 Wellington Street West be considered as a priority; and to not require a minimum number of two and three-bedroom units in a supportive housing building on the lands. The Official Plan Amendment also amends the Garrison Common North Secondary Plan for the lands at 53 Strachan Avenue and 805A Wellington Street West to permit buildings taller than 11 storeys subject to the review of massing and shadow impacts.

The purpose and effect of Zoning By-law 1246-2026 is to permit commercial and residential uses at 53 Strachan Avenue and 805 and 805A Wellington Street West, including an eight-storey residential building, and to establish development standards for its height and setbacks, gross floor area, vehicular and bicycle parking and loading. A total of 81 supportive housing dwelling units are proposed, all of which are proposed as affordable housing units. Zoning By-law 1246-2026 also proposes a holding symbol on the lands until such time as conditions with respect to functional servicing and storm water management are satisfied.

PURPOSE AND EFFECT OF ZONING BY-LAW 1075-2026

The purpose and effect of Zoning By-law 1075-2026 is to modernize the existing zoning regulations to support the implementation of Toronto’s climate strategy, TransformTO, and contribute towards the City’s goal of being carbon-net-zero by 2040. The amendments pertain to low-carbon technologies, including heating, ventilation and air conditioning devices, energy storage systems, solar energy systems, cladding, electric vehicle charging equipment, and solar parking canopies in residential zones, and all zones, in some cases, throughout the city.

The Zoning By-law makes amendments to City-wide Zoning By-law 569-2013 to:

Replace legislative references to the Green Energy Act, 2009, S.O. 2009 in Zoning By-law 569-2013 with references to the Electricity Act, 1998, S.O. 1998;
Update and harmonize regulations in residential zones for building- and ground-mounted heating, ventilation, and cooling devices, including new locational permissions, setback requirements, and encroachment permissions;
Introduce a new defined term for “energy storage systems” with associated regulations in the Residential Zone Category;
Update and harmonize regulations for building- and ground-mounted solar energy devices in the Residential Zone Category;
Introduce and update permissions for over-cladding, as well as vents, pipes, and utility equipment located beneath the cladding, to be added to the original exterior wall of a building in all zones;
Introduce new permissions to convert lawfully existing parking spaces, excluding residential occupant, residential visitor, or accessible parking spaces, for electric vehicle charging equipment; and
Introduce a new defined term for “solar parking canopies” with associated regulations.

The alterations to the designated heritage property at 53 Strachan Avenue, in accordance with Section 33 of the Ontario Heritage Act to allow for the construction of residential and/or mixed use buildings, with such alterations substantially in accordance with the plans and drawings dated May 29, 2026 by DTAH Architects Limited and on file with the Senior Manager, Heritage Planning and the Heritage Impact Assessment prepared by RDH Building Science dated May 29, 2026, and on file with the Senior Manager, Heritage Planning, all subject to and in accordance with the Conservation Plan satisfactory to the Senior Manager, Heritage Planning and subject to conditions as set out below.

b. The demolition of heritage attributes of the designated heritage property at 53 Strachan Avenue, specifically Strachan House, in accordance with Section 34(1) 1 of the Ontario Heritage Act to allow for the construction of residential and/or mixed use buildings, substantially in accordance with the plans and drawings dated May 29, 2026 by DTAH Architects Limited and on file with the Senior Manager, Heritage Planning and the Heritage Impact Assessment prepared by RDH Building Science dated May 29, 2026, and on file with the Senior Manager, Heritage Planning, all subject to and in accordance with the Conservation Plan satisfactory to the Senior Manager, Heritage Planning and subject to conditions as set out below.

c. The demolition of a building on the designated heritage property at 53 Strachan Avenue, more specifically the Maple Green Building at entrance address 805 Wellington Street West in accordance with Section 34(1)2 of the Ontario Heritage Act.

2. City Council direct that its consent to the application to demolish the Maple Green Building at entrance address 805 Wellington Street West in accordance with Section 34(1)2 of the Ontario Heritage Act is also subject to the following condition:

a. That prior to the issuance of a building permit to demolish the Maple Green Building at entrance address 805 Wellington Street West, the owner shall provide a Mothballing Plan prepared by a qualified heritage consultant for the building at 53 Strachan Avenue, specifically Strachan House, to the satisfaction of the Senior Manager, Heritage Planning and thereafter shall implement such protections to the satisfaction of the Senior, Manager Heritage Planning.

3. City Council direct that its consent to the application to alter the designated heritage property at 53 Strachan Avenue, specifically Strachan House, in accordance with Part IV, Section 33 of the Ontario Heritage Act, and its consent to the demolition of heritage attributes at designated heritage property at 53 Strachan Avenue, specifically Strachan House, under Part IV, Section 34(1)1 are also subject to the following conditions:

a. That the related Official Plan Amendment and Zoning By-law Amendment permitting the proposed alterations to the designated heritage property at 53 Strachan Avenue, specifically Strachan House has come into full force and effect.

b. That prior to the issuance of any permit for all or any part of the property at 53 Strachan Avenue, specifically Strachan House, including a heritage permit or building permit, but excluding a heritage permit or a building permits for repairs and maintenance and usual and minor works for the existing heritage building, and excluding heritage permits or building permits for the Maple Green Building at the entrance address 805 Wellington Street West, as are acceptable to the Senior Manager, Heritage Planning, the leaseholder of the City-owned property shall:

1. Enter into a Heritage Easement Agreement with the City for the property at 53 Strachan Avenue, substantially in accordance with the plans and drawings dated May 29, 2026 by DTAH Architects Limited, and on file with the Senior Manager, Heritage Planning; and the Heritage Impact Assessment (HIA), prepared by RDH Building Science dated May 29, 2026, all on file with the Senior Manager, Heritage Planning, subject to and in accordance with the Conservation Plan required in Recommendation 3.b.2, to the satisfaction of the Senior Manager, Heritage Planning including execution of such agreement to the satisfaction of the City Solicitor.

2. Provide a detailed Conservation Plan prepared by a qualified heritage consultant that is substantially in accordance with the conservation strategy set out in the Heritage Impact Assessment prepared by RDH Building Science dated May 29, 2026 for the property at 53 Strachan Avenue, to the satisfaction of the Senior Manager, Heritage Planning.

3. Provide a Heritage Lighting Plan that describes how the exterior of the heritage property will be sensitively illuminated to enhance its heritage character to the satisfaction of the Senior Manager, Heritage Planning and thereafter shall implement such a plan to the satisfaction of the Senior Manager Heritage Planning.

4. Provide an Interpretation Plan for the subject property, to the satisfaction of the Senior Manager, Heritage Planning and thereafter shall implement such plan to the satisfaction of the Senior Manager, Heritage Planning.

5. Submit a Signage Plan to the satisfaction of the Senior Manager, Heritage Planning.

6. Provide building permit drawings, including notes and specifications for the conservation and protective measures keyed to the approved Conservation Plans required in Recommendation 3.b.2, including a description of materials and finishes, to be prepared by the project architect and a qualified heritage consultant to the satisfaction of the Senior Manager, Heritage Planning.

7. Provide a Letter of Credit, including provision for upwards indexing, in a form and amount and from a bank satisfactory to the Senior Manager, Heritage Planning, to secure all work included in the approved Conservation and Interpretation Plans.

c. That prior to the release of the Letter of Credit required in Recommendation 3.b.7, the owner shall:

1. Provide a letter of substantial completion prepared and signed by a qualified heritage consultant confirming that the required conservation work and the required interpretive work has been completed in accordance with the Conservation and Interpretation Plans and that an appropriate standard of conservation has been maintained, all to the satisfaction of the Senior Manager, Heritage Planning.

2. Provide replacement Heritage Easement Agreement photographs to the satisfaction of the Senior Manager, Heritage Planning.

Toronto City Council will be considering recommendations to adopt amendments to City of Toronto Municipal Code Chapter 441, Fees and Charges.

It is proposed that the amendments be adopted at the City Council meeting to be held on July 29-31, 2026 or at a subsequent meeting. If adopted by City Council, the amendments to City of Toronto Municipal Code Chapter 441, Fees and Charges will:

1. Amend Toronto Municipal Code Chapter 441, Fees and Charges, Appendix C – Schedule 13 to reflect updates to site plan application fees (reference numbers 80-84.1).

The purpose and effect of Zoning By-laws 626-2026 and 627-2026 is to amend the Zoning By-law for 291 Lake Shore Boulevard East, 2 Small Street and 200 Queens Quay East (Quayside Blocks 1B, 1C, and 2) to revise the minimum required non-residential gross floor area, update Zoning Maps, and amend Holding and Section 37 provisions to enable a new Toronto Public Library. Follow Up on 2026.EC27.1: Refining the Definition of an Entertainment Establishment/Nightclub in Toronto Municipal Code Chapter 545, Licensing

Toronto City Council will be considering recommendations to adopt amendments to City of Toronto Municipal Code Chapter, Chapter 545, Licensing

It is proposed that the amendments be adopted at the City Council meeting to be held on July 14, 2026 or at a subsequent meeting. If adopted by City Council, the amendments to City of Toronto Municipal Code Chapters will:

1. City Council amend the definition of an Entertainment Establishment/Nightclub in Toronto Municipal Code, Chapter 545, Licensing to add that “Despite Subsections A and B, a premises with an occupant load of under 151 people shall not be deemed an Entertainment Establishment/Nightclub and will instead be licensed, based on its operations, as an Entertainment Place of Assembly, Eating or Drinking Establishment, or Expanded Activity Eating or Drinking Establishment for the purposes of this Chapter.”

2. City Council request the Chief Planner and Executive Director, City Planning work with the Executive Director, Municipal Licensing and Standards to strengthen alignment of business licensing and zoning regulations for Entertainment Establishment/Nightclubs and assess and consult on potential zoning changes to address implementation challenges.

3. City Council direct that Recommendation 1 come into effect on September 30, 2026.

Request to Streamline Permit Parking Exclusions

for New Developments

Toronto City Council will be considering recommendations to amend City of Toronto Municipal Code Chapter 27, Council Procedures, and City of Toronto Municipal Code Chapter 925, Permit Parking, to implement City Council’s 2021 direction regarding the exclusion of development-related addresses from eligibility for the residential on-street permit parking program.

It is proposed that the amendments be adopted at the City Council Meeting to be held on June 24, 25 and 26, 2026, or at a subsequent meeting.

The report from the General Manager, Transportation Services, titled “Amendments to Municipal Code Chapter 27(Council Procedures) and Municipal Code Chapter 925 (Permit Parking): Streamlining Permit Parking Exclusions for New Developments”, has the following recommendations:

1. City Council amend §27-18.4B(3) of City of Toronto Municipal Code Chapter 27, Council Procedures to clarify that the authority delegated to Community Council does not include amendments to City of Toronto Municipal Code Chapter 925, Permit Parking that exclude from eligibility residents of, visitors to, or tradepersons at addresses located within the Excluded Area as defined in City of Toronto Municipal Code Chapter 925, Permit Parking, nor does it apply to addresses associated with Zoning By-law Amendment applications.

2. City Council amend City of Toronto Municipal Code Chapter 925, Permit Parking to give effect to Council’s decision in Recommendation 1 and consolidate the excluded addresses into a new Schedule to the Chapter.

The purpose and effect of Zoning By-law 510-2026 is to permit a 121.5-metre (37-storeys excluding mechanical penthouse) residential building with approximately 29,271 square metres of total gross floor area at 55-77 Davisville Avenue.
